PeopleForBikes is supporting local bike advocacy group Bike PGH’s work around planned infrastructure projects in the East End of Pittsburgh in the District 9 neighborhoods of Homewood, Larimer, Lincoln-Lemington, East Liberty, and Garfield. These projects will build upon recent and soon-to-be-completed infrastructure like the Penn Circle and Penn Avenue projects.
This work is a key part of BikePGH’s effort to advance equity across Pittsburgh’s bike network. By focusing on education, advocacy, and public awareness, BikePGH aims to address the legacy of discriminatory practices that disconnected marginalized communities from essential services, prioritize the voices of those most impacted, and create safe bike routes that improve connectivity and increase access to recreational opportunities across Pittsburgh.
Priority Projects
Penn Circle
A key corridor in Pittsburgh’s East Liberty neighborhood, Penn Circle, recently underwent a major transformation to improve safety and accessibility. Once part of a one-way loop, the road was converted into a two-way street as part of a broader effort by the City of Pittsburgh and the Urban Redevelopment Authority (URA). The project calms traffic, enhances pedestrian crossings, and adds dedicated bike infrastructure to better connect residents with local businesses and transit options.

A vital route through downtown Pittsburgh, Penn Avenue is being upgraded to improve safety and enhance access for all road users. As part of the city's Complete Streets initiative, the project will extend an existing protected bike lane, add safer pedestrian crossings, and implement traffic-calming measures to reduce speeding. These improvements aim to create a more balanced and inclusive streetscape that encourages biking and walking while supporting local businesses.
